Abstract :
The article is devoted to the theoretical discourse on the prospects for the implementation of the
Neo-Weberian paradigm in the EU countries, as well as the theoretical foundations and practices
of the dilemma “strong state/weak bureaucracy vs. weak state/strong bureaucracy” on the example
of the modern Russian system of public administration in comparison with the experience of
Hungary. Particular attention is paid to the prospects and practices of strategic planning in
modern Russia.
