Hatásköri szabályozás, mint a nyomozás erőforrás-elosztási eszköze a rendőrségen
Absztrakt :
A hatáskör és illetékesség szabályozása szükséges és elengedhetetlen feltétele minden munkaszervezetnek, így a bűnüldözés működésének is. Éppen ezért nem a megléte, hanem az elosztó funkciójának működése mindig
az érdekes. A munkafeladatok elosztása lényegében a rendőri szervezet kapacitásának és az országban elkövetett bűncselekményekre való megfelelő
szintű reagálást jelenti: azaz az erők és eszközök telepítését az ügyek típusához és az ország földrajzi területeihez. Mindezzel determinálva a bűnügyi
szolgálat felderítési és vizsgálati munkájának színvonalát, következésképpen
az eredményesen befejezett eljárások elérésének lehetőségét. A tanulmány
kutatási fókuszába azt a kérdést helyeztem, hogy a hatásköri szabályozása
és a vele kialakult gyakorlat mennyire tölti be rendeltetését és osztja el arányosan és ésszerűen az erőforrásokat a felmerülő feladatokhoz illeszkedően.
Betölti a rendőrség a nyomozási tevékenységeivel azt a rendeltetését, amelynél a hangsúly nem a statisztikai eredményességen, hanem a társadalmi értelembe vett hatékonyságon van.
The regulation of jurisdiction is a necessary and indispensable condition for all work organisations,
including law enforcement. It is therefore not the existence of it, but the efficient functioning
of the distribution function, which is the crucial issue. The division of labour and tasks means
essentially the capacity of the law enforcement organisation and the appropriate level of
response to crimes committed in the country: i.e. the deployment of forces and assets to the
type of case and geographical areas of the country. All this determines the level of detection
and investigation work of the criminal service and, consequently, the possibility of achieving
successfully completed procedures. In the research focus of the study, I put the question of the
extent to which competence and competence regulation and the practices developed with it
serve their purpose and distribute resources proportionally and reasonably to the challenges that
arise. Does the police fulfil its social purpose with its investigative activity, where the emphasis is
not on the effectiveness of statistics but on social efficiency?
