A felderítő tevékenység kiemelt szerepe a büntetés-végrehajtási intézetekben a Covid19 humánjárvány idején
Absztrakt :
A Covid19 humánjárvány magyarországi megjelenését követően a büntetés-végrehajtási szervezet a vírus „fegyintézetekbe” történő bejutásának kockázatát, és az azzal járó súlyos következmények veszélyét már az országos védekezési időszak kezdetén felismerte. A megelőzéssel összefüggő intézkedések bevezetését – egyben a személyi állomány, valamint a fogvatartottak életének és egészségének megóvását – és a fogvatartás biztonságát priorált feladatként kezelte. A rendszernek a felmerülő új típusú kihívásokra azonnali és hatékony válaszokkal kellett reagálnia a veszélyhelyzet teljes fennállása alatt. A jogszerű és szakszerű feladatellátás nélkülözhetetlenné tette a fogvatartottak körében történő, minden korábbinál hangsúlyosabb hangulati monitorozást. Ezt a fajta folyamatos elemző-értékelő tevékenységet a Büntetés-végrehajtás Országos Parancsnokságán működő felderítési szakterület végezte, ezáltal naprakész információkkal támogatta az Operatív Törzs szakmai munkáját, döntéseit, bevezetett intézkedéseit.
After the emergence of Covid19 human epidemic in Hungary, the Prison Service recognized the risk of the virus entering in the prisons and the danger of the serious consequences associated with it already at the beginning of the pandemic. The Prison Service treated the introduction of measures related to prevention – at the same time protecting the life and health of personnel and prisoners – and the security of detention as a priority task. The system had to respond to emerging new types of challenges with immediate and effective responses during the entire duration of the emergency. The legal and professional performance of duties made it essential to monitor the mood of the inmates, more prominently than ever before. This kind of continuous analysis and evaluation activity was carried out by the Intelligence Department operating at the Hungarian Prison Service Headquoters, thereby supporting the professional work, decisions and implemented measures of the Pandemic Operative Team with up-to-date informations.
