Mobil vezetési pontok a magyar katasztrófavédelemben

Abstract

A mobil vezetési pontok alkalmazása a haderőben és a rendőrségnél jelentős hagyományokra tekint vissza. Az elmúlt években mind gyakoribbá váló időjárási szélsőségek, a kritikus infrastruktúra különböző eleme­inek ezzel járó sérülése, valamint a felgyorsult információs igény megkövetelték, hogy a hazai katasztró­favédelmi szervezet reagáljon, és egyre nagyobb számban állítsa rendszerbe a mobil vezetési pontként is alkalmazható járműveit. A rendszerbe állított járművek jellemzően kettős rendeltetésűek, békeidőszakban támogatják a katasztrófavédelmi hatósági feladatokat, míg a kárfelszámolás során vezetési pontként alkal­mazhatók. A tanulmány célja, hogy a rendszeresített járművek képességeit bemutassa, az elmúlt időszak tevékenységét elemezze és javaslatokat fogalmazzon meg a minél eredményesebb jövőbeni alkalmazás érdekében.

The use of mobile command centres in the military and police has a significant tradition. Increasingly frequent weather extremities in recent years, the consequent damage to various elements of critical infrastructure, and the accelerated demand for information have required the Hungarian disaster management organisation to respond and increasingly deploy its vehicles as mobile driving points. The vehicles are typically dual-purpose, supporting the tasks of the disaster management authority in peacetime, while they can be used as command points during damage elimination. The aim of the study is to present the capabilities of regularised vehicles, to analyse the activities of the recent period and then to formulate proposals for the most effective future application.
