A rendőr akadémiától az egyetemig
Absztrakt :
Az 1946-ban szervezett első rendőrtiszti tanfolyamoktól a Nemzeti Közszolgálati Egyetemig hosszú út vezetett. A rendészeti tanintézetek alapításánál nehezen megválaszolható kérdések egész sora fogalmazódik meg. Ezek a felvételi követelményektől a képzési szintek kijelölésén át, az elmélet és a gyakorlat helyes arányainak kialakításáig terjednek. Az útkeresés napjainkban is tart. A rendőrakadémiai felfogás abból indul ki, hogy a rendészeti szakemberek képzése olyan intézményi rendet követel, amely a rendészeti hivatalok belső világát viszi el az alma materekbe. A rendészet vezető értelmiségének oktatása ellenben az egyetemi autonómia és a rendvédelmi szervezetek szigorú rendjének harmóniáját keresi. A tanulmány ezeket az alternatívákat tekinti át.
There was a long way from the first police officer courses organised in 1946 to the University of Public Service. A number of difficult questions have to be answered in the process of founding a law enforcement school. They range from the entry requirements through designating training levels to distribution of appropriate shares between theory and practice. Searching the route is on the agenda even today. The perspective of police academy education has a starting point according to which training of law enforcement officers requires an institutional system transferring the internal world of police agencies into the Alma Mater. As opposed to that, education of the leading intelligentsia of law enforcement has to search for a harmony between university autonomy and the strict regime of policing bodies. The study gives an overview of these options.
