Nem állami szereplők a Közel-Keleten Az észak-szíriai kurd autonómia (a Rodzsava) példája

Abstract

Jelen tanulmány célja a közel-keleti államrendszer válságának bemutatása, különös tekintettel a nem állami szereplők szerepére a régióban. Az elmúlt időszakban a nem állami szereplők kitöltötték a gyenge államokban jelentkező vákuumot. A folyamat mindenekelőtt Irakban, Líbiában, Szíriában és Jemenben figyelhető meg. A tanulmány rámutat a nem állami szereplők jelentőségére, illetve arra a dinamikus kapcsolatrendszerre, amelyet állami és nemzetközi aktorokkal sikerült kialakítaniuk. A szerző a szíriai kurd Demokratikus Egységpárt (PYD) példáján keresztül kísérli meg bemutatni azt a komplex viszonyrendszert, amelynek keretében a nem állami szereplők működnek. A PYD az iraki kurd autonómia mintájára egy de facto autonóm területet alakított ki, amely lényegében 2012 óta működik. A Rodzsava ideológiáját tekintve az Abdullah Öcalan-féle baloldali nézetek alapján épült ki. A PYD célja, hogy egy esetleges szíriai politikai rendezés keretében a föderalizmus elvét bevezesse a szíriai alkotmányba, amely azonban szemben áll hazai (Aszad-rezsim) és külföldi (Törökország) szereplők érdekeivel. A tanulmány arra fókuszál, hogy a kurdok elfelejtett szereplőből hogyan váltak stratégiai játékossá Szíriában. The paper aims at analysing the roots of the crisis of the existing state system in the Middle Eastern region. In recent years, non-state actors have become new strategic players shaping the power balance on the local as well as the regional level. Non-state actors dynamically engage with both state actors and international players. It is especially true for those weak states which faced the challenge of state vacuum (Iraq, Libya, Syria and Yemen). The paper focuses on the interactive participation of the non-state actors in the Middle Eastern political orchestra. As for the non-state actors concerned, the article focuses on the Syrian Kurds in the frameworks of a case study in order to show how complex the situation is regarding the ongoing civil war. The Kurdish Democratic Union Party (PYD) has managed to establish a de facto autonomy in Syria, mainly building on the ideology of Abdullah Öcalan in Turkey. One of the most important questions raised during any political talks on the Syrian case is the dilemma of introducing a federal system in Syria. The PYD used their participation in the war against the Islamic State as a political tool aimed at advancing their political interests in the country, concerning their claim to be recognised as the leader of the autonomous region. However, forces from within (the Assad regime) and outside (Turkey) are against the federal state structure of Syria. The article demonstrates how the Syrian Kurds have become strategic players from a neglected community in Syria.
