Belvízi elöntések környezetbiztonsági vonatkozásai
Absztrakt :
Magyarország területének jelentős része belvízi elöntések által veszélyeztetett. A belvíz egy
igen komplex hidrometeorológiai jelenség, amit a hazai vízgazdálkodás sajátjának tekinthetünk.
Kialakulását döntően a 19. század ármentesítési munkáinak köszönhetjük. A belvízi elöntéseket
azonban számos természetes és antropogén tényezők befolyásolják. Magyarország sajátos vízföldrajzi
helyzetéből adódóan a legnagyobb környezetbiztonsági kockázatot az ár- és belvíz-veszélyeztetettség
jelenti. A hazai klíma mediterrán irányú eltolódása e szélsőséges hidrometeorológiai helyzetek
kialakulásának a valószínűségét tovább növeli. A cikkben átfogó képet kapunk a belvízi elöntések
kialakulását befolyásoló tényezőkről. A szerző továbbá elemzi a múltbeli belvizes időszakokat,
kiemelt figyelmet fordítva a Közép-Tisza vidékére. A cikk harmadik részeként részletesen bemutatja
a belvízi elöntések és a környezetbiztonság kapcsolatrendszerét.
A significant part of Hungary’s territory is endangered by inland excess water. Inland excess water
is a complex hydrometeorological phenomenon, which is a specific territory of the Hungarian
water management. This is the result of the technical interventions of flood management in the
19th century. Many natural and anthropogenic factors influence the formation of inland excess
water. Due to the specific geographic situation of Hungary, the greatest environmental safety
risk is the development of flood and inland excess water. The Mediterranean shift of the domestic
climate increases the possibility of these extreme hydrometeorological phenomena. This article
gives a comprehensive picture of the factors which are influencing the formation of inland excess
water. The author also analyses the inland excess water periods in the past, paying special attention
to the Middle Tisza region. The article describes in detail the relationship between inland excess
water and environmental safety.
