A hulladéklerakás adaptálható tapasztalatai Ausztriában és Németországban

Abstract

A fenntartható fejlődés és az élhető környezet egyik alapfeltétele, hogy a hulladékot olyan módon gyűjtsük és kezeljük, hogy az ne okozzon károkat sem a természetes, sem az épített környezetben, ne szennyezze a talajt, a vizeket és a levegőt. A hulladékgazdálkodás egyik fontos befolyásoló tényezője a hulladéklerakási járulék. Hazánkban ez a járulék néhány éve került bevezetésre, gyakorlata most van kialakulóban. A lerakási járulék kapcsán elég nagy kontraszt mutatkozik az Európai Unió tagországai között, így célszerű ismerni, hogy közeli szomszédunkban, Ausztriában és a régióban hogyan alakul a lerakási járulék. Felmerül a kérdés, hogy a hazánkkal történelmileg és társadalmilag szoros kapcsolatban álló Ausztria vagy a jelentős kereskedelmi kapcsolatokat ápoló Németország milyen gyakorlatot folytat ezen a téren, és vannak-e részünkre adaptálható tapasztalatok a témában. A cikkben a szerzők ezekre a kérdésekre keresik a választ egy európai áttekintéssel, és a két ország ez irányú gyakorlatának elemzésével.

One of the basic principles of sustainable development and liveable environment is that we collect and manage waste in a way that it does not harm nature or the built environment, and it does not pollute the soil, the water or the air. Its basic criterion is a conscious waste management, one of the important influential factors of which is landfill tax. This tax was introduced in Hungary a few years ago and its practice is under formation. There is a huge contrast among the member states of the European Union in connection with landfill tax. Accordingly, it would be practical to analyse the extent of landfill tax in the neighbouring countries, for instance in Germany and Austria. The question arises what kind of practices are followed in Austria, with which Hungary has had a historically and economically close relationship, or in Germany, with which our country has had significant trade relations. The question is if there is any adaptable experience for us concerning this topic. In this article, the authors try to find an answer to it, with a European overview and through an analysis of the practices of the two countries.
