Tudományos elõmenetel a katonai pályán. A nemzetközi folyóiratlisták változásainak hatásvizsgálata

A tudományos elõmenetelre a katonai pályán – számos más tényezõ mellett – a nemzet- közi folyóiratlisták változásai is hatást gyakorolnak. Mivel az egyéneknek ezekre nincs közvetlen befolyása, érdemes felkészülni rá, és olyan publikációs stratégiát kidolgozni, amely egyfelõl a folyóiratok tudatos megválasztását jelenti, másfelõl a kutatási és publikációs módszerek nemzetközi sztenderdeknek való megfeleltetését, amely lehetõvé teszi az ún. kvartilis lapokban történõ megjelenést. Tanulmányunkban áttekintjük a tudományos elõmenetel kérdéseit katonai területen, a tudományos teljesítmény értékelését az akadémiai pályán, majd a nemzetközi publikációs listákon belül, a Magyar Tudományos Akadémia IX. Gazdaság- és Jogtudományok Osztálya, Hadtudományi Bizottságának folyó- iratlistáját. Ezután statisztikai módszerekkel megvizsgáljuk a nemzetközi publikációs lista változásának feltételezett hatását a tudományos teljesítményre és az elõmenetelre. Ennek oka, hogy egy-egy felülvizsgálat után egyes cikkek felkerülnek, mások azonban lekerülnek a nemzetközi listáról, ami befolyásolja a tudományos teljesítmény értékelését. Végül a vizsgálati eredmények alapján javaslatokat fogalmazunk meg az egyének és az intézmények számára egy tudatosabb publikációs gyakorlat kialakítására.; Academic progress in the military is influenced by changes in international journal lists, among many other factors. As individuals have no direct influence on these, it is worth pre- paring for them and developing a publication strategy that involves both a conscious choice of journals and the compliance of research and publication methods with international standards that allow publication in the so-called quartile journals. In our study, we will review the issues of academic progress in the military field, the evaluation of academic performance in the academic field, and then the list of journals of the Committee on Military Science within the international publication lists. We then use statistical methods to examine the presumed impact of changes in the international publication list on academic performance and progress. This is because after a revision, some articles are added and others are removed from the international list, which affects the assessment of scientific performance. Finally, based on the results of the study, we make recommendations for individuals and institutions to develop more conscious publication practices.

Exaptationary Industry 4.0: Graphene as pathfinder?

This paper seeks to answer the puzzling question whether Industry 4.0 inevitably triggers a sociogenesis that results in new attitudes toward the nature of the socio-economic innovation ecosystem. It asks whether Industry 4.0, as a shifter of techno-economic paradigm, may carry higher exaptation potential, and if so, which technology could catalyse this effect. Prevailing literature suggests that graphene technology can easily become a pathfinder in this respect. The paper does not only consider why and how a graphene-based unfolding of Industry 4.0 can fulfil this function (i.e., making exaptations easier in a broader scale), but it also takes into account the wider context for exaptations by asking whether the current configuration of the real economy, the financial universe and the public sector offers a supportive ground for innovation and exaptation seeker behaviours.

Certain Legal Aspects of Family Businesses in Hungary

The aim of the paper is to examine some of the issues related to family businesses in Hungary. Family businesses are a popular topic in both international and domestic economic literature, but the legal aspects have been less studied, and there has been no legislation or legal definition in Hungary. The study was primarily based on the relevant literature, together with the relevant legal sources. My main insight is that the various factors identified in the economics literature, which have been used in research, also serve as a valuable basis for the law, but it is important to place these factors in the appropriate civil law context. This is what this paper attempt to do, by providing a comprehensive concept that could also serve as a starting point for legislation.

Parliament v. Courts: Who has the Final Word?

Ludovika – University of Public Service, Faculty of Public Governance and International Studies organized an international online conference on 29 November 2021 on the justiciability of parliamentary procedures. As part of the conference, four presentations were given, focusing on the issue of legal remedies against parliamentary proceedings and the lack thereof. In this context, the speakers reflected on the question of whether the justiciability of parliamentary procedures is a threat to the rule of law or a necessary element of it, and on the question of how a constitutional court can become an arbitrator in political conflicts and how does it shape the constitutional concept of parliamentarism. The presentations provided a comprehensive overview of the Hungarian, Austrian, Italian, and Czech practices. The conference was moderated by Zsolt Szabó, Senior Research Fellow at the Ludovika – University of Public Service and the Editor-in-Chief of the International Journal of Parliamentary Studies.
